A propos du projet

The potential of CLUSTER project relies on, first, the partnership made of entities who have previously run projects dealing with youth and women unemployment in the Mediterranean region. Second, it introduces the social economy as a key player in improving employment policies together with Technical and Vocational Education and Training (TVET) institutions and the private sector. Based on previous results and adapting to the new post-pandemic era which affected mostly youth and women, CLUSTER will build its strategy in three steps. First, it will refine the catalogues of skills needs in four sectors: blue, green, circular economy and sustainable agriculture. It will also identify the successful experiences and efficient practices. Second, it will train NEETs on-site and on-line together with traineeship scheme, coaching and tutoring to acquire skills and work experiences needed to enter the labour market. Finally, it will mainstream successful practices and methods to public authorities and policy makers. The ultimate aim is to create a supportive environment for the implementation of youth/women employment schemes.

Project outputs




To address NEETs unemployment in the Mediterranean by tackling the following 3 aspects: 

  • Train and upskill NEETs to adapt to the needs of the labour market in sustainable sectors
  • Reinforce links between TVET, the private and the social economy sector
  • Engage public institutions and policy-makers in providing a supportive environment for employment policies

Qu’est-ce qui sera amélioré?

The project wants to include the social and the environmental priorities in employment policies taking into account the post-covid recovery period. Reskilling and upskilling of NEETS will be adapted according this new reality to better respond to the labour market needs. CLUSTER also seeks to include social economy as part of the solution and support local, regional and national authorities in their employment policies by providing them with action plans and recommendations based on successful experiences. 

Qui va bénéficier du projet?

  • 1,925 young people, in particular women, between 18-30 years
  • 140 teachers and trainers from TVET institutions
  • 140 representatives of the private sector (in the blue, circular, green economy and sustainable agriculture)
  • 180 public authorities and policy makers

Réalisations prévues

  • 175 NEETs trained on-site
  • 70 NEETS will have done a 3-month traineeship in companies in the blue, circular, green economy and sustainable agriculture sectors
  • 1,750 participants trained online 
  • 400 jobs expected (part-time/full-time contracts)
  • 7 social employment initiatives supported by the project
  • 7 public institutions engaged in employment schemes

Contribution to policy-making

CLUSTER will help advance regional and national employment strategies in the related territories (Jordan Employment Strategy, Catalan Strategy for Employment 2012-2020, Extraordinary Plan for Jobs in Sicily: Youth Opportunities).  By capitalizing on ICT integration to provide marketable skills training courses, CLUSTER will achieve more conducive environment based on gender equality and equal opportunities, and address regional and national strategies related to innovation (e.g. ‘Stratégie d’Innovation Numérique’, Tunisie Digitale 2020), education (i.e. Palestine National Education Sector Strategy (2017-2022)), social and economic development sector (e.g. ‘Schéma regional de développement économique, d’innovation et d’internationalisation’, Région Sud - Provence-Alpes-Côte d'Azur 2017 – 2021).
