Promoting Sustainable Tourism in Lebanon: MEDUSA project highlights the role of the National Council for Tourism

Responsible tourism is a growing trend around the world, and it is no exception in Lebanon. Responsible tourism aims to minimize the negative impacts of tourism and maximize the positive impacts for the local communities, economy, and environment. One organization that is leading the way in responsible tourism in Lebanon is Responsible Mobilities. Established in 2007, Responsible Mobilities is an eco-tour operator that specializes in responsible tourism. The organization is run by Pascal Abdallah, an expert and consultant in rural and responsible tourism development with 25 years of experience.

Abdallah is also the president of the Union of Sustainable and Eco tourism Institutions in Lebanon (USEIL). USEIL is specialized in standardizing and institutionalizing responsible tourism in Lebanon by setting standards and regulations for companies, eco-tour operators, guides, nature reserves, municipalities, and guesthouses. In 2021, USEIL plays the role of a syndicate for eco-tour operators with the aim of modernizing eco-tourism laws to go hand in hand with tourism in Lebanon. Currently, they are working on two laws: one for tour operators because they are not licensed in Lebanon and another one modernizing nature and outdoor guides to increase quality and promote safety and security.

Abdallah is also a member of the National Council for Tourism in Lebanon (CNTL) due to his experience in the sector. The scope of work of the CNTL is marketing and promoting Lebanon on both the domestic and international levels. In 2022, the CNTL put a Tourism Strategy plan in place to diversify tourism products in Lebanon and work on niche tourism such as adventure tourism, eco-tourism, agri-tourism, wine tourism, religious tourism, medical tourism, snow, and ski tourism. The strategy also focuses on markets such as the diaspora and short flight to Lebanon, who can benefit from long weekend packages.

The Rene Moawad Foundation is always seeking ways to promote tourism by working with all the stakeholders including CNTL to bring together communities and organizations with interests in all endemic assets of the targeted territories. Together they aim to provide guidance and to facilitate the establishment and prioritization of objective actions to promote local assets, monitor sustainability and ensure that tourism capacity is appropriately managed. The CNTL plays a crucial role in helping local communities engage in sustainable tourism. It promotes networking between travel agents and eco-tour operators or supports the lodging sector to encourage stakeholders to work together and create packages together. The CNTL's role can also be to implement responsible tourism standards and market tourism products that meet these standards. The CNTL monitors Destination Management Organizations (DMOs) in Lebanon. DMOs' role is to develop products, rules and regulations, implement sustainable tourism standards, create new products, enhance the suppliers and stakeholders' situation of the regions, work on local and national employment, price regulation, and branding and marketing of the regions under the large and national marketing strategy of the CNTL.

The MEDUSA project is joining the council's efforts to promote sustainable tourism in Lebanon. The project has added value to tourism in Lebanon by supporting the diversification of outdoor products in the country. For example, the project has introduced ENDURO biking in three regions with more than ten trails, paragliding in Chouf, snowshoeing, and bouldering in the Ehden Nature Reserve Horsh Ehden, and biking trails in North Bekaa region, Ras Baalbak, and Qaa. These activities have created job opportunities and diversified the products available to tourists in Lebanon.
