PPI4MED discusses the state of innovation procurement and scientific research in Tunisia

On October 9, 2023, a first meeting of Policy makers group - PMG - was held at the ANPR (National Agency for the advancement of scientific research) headquarters, bringing together several representatives of the public sector, such as Ms. Hélène Khamis from the National Agency for Energy Management, Mr. Ounissi Slehsdine from the Ministry of Energy. Agriculture, Mr. Foued Mestiri, Director General of the National Aquaculture Agency, as well as Mr. Maher Skhiri, representative of the Ministry of Scientific Education and Scientific Research. Representatives of the PPI4MED project were also present.

The aim of the meeting was to reflect in depth on the current state of the public procurement of innovation and the situation of scientific research in Tunisia. The meeting was part of the activities of the PPI4MED project, the aim of which is to produce a comprehensive white paper on the public procurement of innovation (MPVI).

This was the first meeting between the stakeholders, during which a number of points were discussed, including the working methodology to be adopted, including one-to-one meetings with various public sector representatives, using the SWAT method.

The white paper that will be produced will serve as a roadmap, providing an overview of the current state of legislative regulations relating to the public procurement of innovation. It will also highlight the challenges facing scientific research in terms of funding and heavy bureaucracy.
