  1. SUBJECT OF THE TENDER

The subject of this tender is to implement an irrigation system for green areas (500 m2) around the Industrial Research Institute (IRI) premises under MAIA-TAQA project in Lebanon.

  1. DEADLINE AND PROCEDURE FOR SUBMISSION OF THE TENDERS

The deadline for submission of tenders is 12 April 2023 until 3 p.m. C.E.T. Any tender received after this deadline will be automatically rejected.

If no tenders have been received by the deadline or the tenders received are not compliant with the Selection Criteria (Section 5), the deadline could be exceptionally extended.

The content of the tenders shall address the requirements described in section 5 Selection Criteria. The tenderers will submit their tenders by e-mail clearly indicating:

  • Title of the tender
  • Reference code of the tender
  • Name and address of the tenderer

The tender submission form and any supporting documentation shall be provided as attachment to the e- mail address: elcim@elcim-lb.org.

The tenderers are required to provide services as indicated below.

Project Background

IRI is one of the 7 Partners of the Project MAIA – TAQA “Mobilizing new Areas of Investments And Together Aiming to increase Quality of life for All” co-financed by the European Commission - www.enicbcmed.eu/projects/maia-taqa. (Hereinafter the Project).

The aim of the Project is the Promotion of innovative Resource Efficiency services in the countries through the creation of an enabling environment based on EU-MED networks, and in particular, the development of pilot plants.

In this context, IRI is responsible for the executive planning and assistance for the construction of a Waste Water Treatment plant for the IRI building. In particular, the treated wastewater will serve for irrigation purposes.

Objective of the assignment

The objective of the assignment is to implement an irrigation system for green areas (500 m2) around the Industrial Research Institute (IRI) premises.

The Industrial Research Institute (IRI) premises are located in the Lebanese University Campus in Hadat, 10 kms from Beirut.

The concerned surface area to be irrigated is around 500 m2 irrigation. It is located at the Southern entrance of the circular building of IRI. Figure 2 below shows a preliminary layout of the area with a suggestion of irrigation fixtures. (Bidders can offer another suitable suggestion).

  1. PERIOD OF IMPLEMENTATION OF THE TASKS

The intended start date is 19 April 2023 and the period of implementation of the contract will be until the end of April 2023.

 

  1. SELECTION CRITERIA

Immediate availability to start implementation as of April 2023 is required.

The tenderer must submit:

- A technical proposal of no more than 5 pages, which will respond to the needs of the MAIA TAQA project expressed in thisdocument. The proposal must be clear in:

  • Components of the irrigation system (bill of quantities)
  • Proposing a clear layout
  • Proposing a clear methodology and timeline to carry out the assignment.
  • Additional and differential value provided in the proposal and the deliverables.

 

- A financial offer.

 

Evaluation of the proposals will be as follows:

    • 25% for the proposed layout
    • 20 % for the bill of quantities
    • 20% for the experience in similar tasks
    • 35% for the most economical offer.

 

The successful and unsuccessful tenderers will be informed of the results of the evaluation procedure in writing by email.

  1. HOW TO APPLY

The selection of the Service Provider will be assigned to the best offer - The service provider is requested to submit general service rates and packages based on the scope of work. Documents and proposals must be sent to elcim@elcim-lb.org by April 12th, 2023the latest, with the subject: “Irrigation - MAIA-TAQA Project".
