La rareté des eaux souterraines est un problème croissant en Tunisie. L'eau d'irrigation est une ressource de plus en plus rare pour le secteur agricole dans de nombreuses régions.
Au centre des initiatives politiques passées y était le développement d'une infrastructure d'irrigation adéquate pour garantir l'approvisionnement d’eau pour l’irrigation alors que la demande de produits agricoles augmentait.
