The CSOB project aims at supporting the growth of Clusters and SMEs through the exploitation of Open and Big Data. Public administrations publish much data about the environment and the legal system and public safety, while most data users are more interested in data about the government & public sector, economy & finance, transport and more particularly business registries and company data. National Open Data Portals are the most used platforms to access Open Data. However, despite the growing number of data portals, the second most used source to collect data are still public administrations themselves. This could indicate a preference of the Open Data users to get their data from a platform close to the source where the data are produced. CSOB Project will enhance the matching between data producers and users, spreading the knowledge OD/LOD potential and related opportunities
• Promote the availability of data by Public Actors. The quantity and quality of data are crucial for their use by economic operators; the quality depends on their update, uploading and how they are organized (Linked Open Data; Metadata). For this reason, the CSOB project will facilitate the wider deployment of Public Sector Information (PSI) in the ENI region enabling their public governments to better address the legal, cultural and technological challenges linked to PSI policy.
• Creation of regional Data Hubs. The use and re-use of OD/LOD require a set of services and instruments addressed to intermediaries’ organizations, technological agencies, and other support professionals that are not familiar with this new sector of business and don't have the competence to provide necessary assistance to develop products, elaborate business and define investments plans. CSOB project will define methodologies and a set of services to assist users to develop new products and services by the use of OD/LOD. The set of services will be adopted by each area Data HUBs one for each project area. The mission of the Data HUBs will be: (a) to collect actors and stakeholders interested to support Data Economy and entrepreneurial initiatives by use/re-use of OD/LOD b) to provide services to citizens, to SMEs/start-ups, to Academia/Researchers.
• Establish the ENI DATA Cluster. The Cluster will promote the internationalisation and the cooperation of SMEs, start-ups, and businesses dealing with the Data Economy. To this aim 3 services will be set-up to gather local projects identified and coached, to strengthen joint cooperation and exchange knowledge, to identify possible synergies and promote the internationalisation of the sector. The Cluster will organize the cooperation of SMEs: a CSOB platform will host large communities focusing on use/re-use of OD/LOD to promote innovative product and services oriented to face the ENI environmental challenges.
This project proposal does respond to the ENI CBC Med programme priority 1 aimed at the Promotion of socio-economic development and enhancement of territories and more, in particular, the measure 1.1 Support innovative start-up and recently established enterprises.
The project aims to develop a model and related instruments to set-up an innovative ENI Data Cluster composed by SMEs, start-ups and Research Institutions able to develop the entrepreneurial, marketing and social value of Open Data; the ENI Data Cluster will be supported by local sustainable service providers (Data HUBs) able to trigger public actors' attitude to publish good open data, to assist SMEs and start-ups to develop disruptive products and innovative services addressed to customers and citizens, to strengthen the internationalisation strategies, the impact of the Data Economy for the ENI sustainable growth and the quality of life. The clustering phase will be strengthened by capacity building activities addressed to all users (quintuple helix approach) to promote the Data Economy. XXX project will address its activities both to Regional/National Authorities to increase the implementation of the e-government policies with good data available (Public Information System), to clusters and SMEs both dealing with Data/Digital technologies and the strategic ENI sectors to promote cooperation with new products and services, to intermediaries organization that will be trained to assist youths, start-ups and SMEs.

APPROACH AND METHODOLOGY

The CSOB project aims at approaching the following problem and aims at proposing opportune solutions:
a) the availability of good OD/LOD freely provided by Public Actors is not at the same level even if most countries of the region even with e-government platforms, moreover the quality is not always meeting marketing expectations: CSOB project would like to test an integrated system of OD/LOD platforms from the capitalisation of pre-existing initiatives able to strengthen the flow of data and contribute to increase their quality;
b) the use/re-use of OD/LOD by researchers and entrepreneurs to innovate product and services is only at the beginning; there is a strong need to increase OD/LODs opportunities awareness, to support the development of new products/services with proper business and financial plans and contribute to creating all necessary conditions to attract public/private resources;
c) the Data Economy needs strong networks of structured SMEs and there is the need to create large communities of entrepreneurs able to share a profitable innovation eco-system, business opportunities, develop common investment and marketing plans.
CSOB will address all these challenges starting from:
- Public Actors supported with their e-governance policies: Public Authorities will learn about the Open Data's value, how certain data should be freely available (good quality), how the data processing can trigger the local economy and address social challenges. Public Actors will contribute to strengthen the impact of the Data Economy and to implement e-governance policies.
- SMEs will be assisted to promote new product and new services with Open Data: SMEs and start-ups will be assisted at local and transnational level to use and re-use open data to generate value, to develop new services and new products able to meet customers' expectations and citizens' needs, to enter into new markets and create local and transnational partnership able to attract investors and public funds.
- Local Centres established to support the Data Economy: Local Data HUBs, mainly public and private partnerships, will be set up in all project areas. These hubs will operate according to a common methodology and using a common toolkit to support from one side Public Actors for the availability of good Open Data and to create link and synergies with on-going Open Data platforms and International, National and Regional Level, from the other side they will organize activities and provide 1to1 assistance to researchers, start-ups and SMEs to develop new products and services, to plan local and transnational marketing strategies, to set-up transnational cooperations and to attract public and private investors.
At this moment we are 4 partners (from Spain, France, Lebanon and Egypt)
We are looking for southern partners (around 4) from any of the following categories:
- Public Actors supporting e-governance policies and/or business development
- Universities with entrepreneurship programmes
- Business support entities: business associations, chambers of commerce, etc.
The total EU contribution to strategic projects must be within a minimum of € 2.5 million and a maximum of € 3.5 million. The total cost of the project and related budget cannot exceed € 4 million, including co-financing. At least 50% of the total eligible costs of the project shall be dedicated to activities implemented in Mediterranean Partner Countries.
