The plan of activities to strengthen employment and inclusion of young NEETS in the Mediterranean after Covid-19. Interview with Matthieu Guary, project coordinator of the RESMYLE "Rethinking employment and social inclusion of Mediterranean youth through sustainable development" project funded by the ENI CBC MED Program. What is the goal of the RESMYLE project?

RESMYLE aims above all to improve the professional and social integration of Mediterranean young people, especially those who are in the most difficult situations of unemployment, economic or social difficulties. We believe that the environmental sector brings a lot of opportunities to improve youth employment, and that there are many untapped "pools" for both skilled and unskilled jobs. Let us not forget that the unemployment rate of young graduates remains high in the Mediterranean, both in the North and in the South!

How? Through what activities?

We have three main activities in parallel: First, awareness. Before considering training, or creating a job in the environmental sector, you have to know what you are talking about, be convinced that it is an important subject, be aware of the issues. This is why part of our activities consists in supporting youth associations, the actors of social inclusion, so that they undertake more activities around eco-citizenship. Then the practical training. There is a way out of academic training, sometimes to supplement it, by offering short training experiences in the field, based on concrete subjects: how to develop an eco-tourist route, how to enhance a natural or cultural heritage site, how to prevent floods, etc.? so many concrete subjects for which many Mediterranean local communities are waiting for concrete solutions. The RESMYLE workshops aim both to help find these answers, while training young people through action. Finally, the creation of a business.
Train young people, including the least qualified, to start a business in the environmental sector, to move from idea to project. Offer them mentoring, feedback. Allow them to network all around the Mediterranean, to exchange with their peers, French, Italians, Jordanians, Lebanese, Tunisians. These are the main functions of the eco-incubators RESMYLE that we are in the process of creating.

What is the impact of the Covid-19 pandemic on the project?

COVID has had a real impact on our business, as it has for everyone, I think. First, we have not been able to work by meeting for over a year. Despite everyone's efforts - and there are many - the video work, when we are 9 organizations speaking 5 languages and with so different cultures, what a bore!
Also, impossible to develop exchanges of young people, at the heart of our project. It is impossible to bring together training courses bringing together at least 12 young people ...
At the moment, things seem to be picking up a bit. Hopefully September will be the time for a real relaunch of the project.

And now? What are the initiatives that field in the coming months?

The next few months promise to be very rich in actions: we are launching our educational projects in the field by selecting at least 16 local associations that want to experiment with new ways of making young people aware of the environmental protection.

Then, we hope to launch our first training workshops in August or September if international travels are possible again.

Le projet RESMYLE pour l'emploi des jeunes et le développement durable

Le plan d'activités pour renforcer l'emploi et l'inclusion des jeunes Neet en Méditerranée après Covid-19. Entretien avec Matthieu Guary, coordinateur du projet RESMYLE "Repenser l'emploi et l'inclusion sociale des jeunes méditerranéens par le développement durable" financé par le programme ENI CBC MED. Quel est l'objectif du projet RESMYLE ?
RESMYLE vise avant tout à améliorer l'insertion professionnelle et sociale des jeunes méditerranéens, notamment ceux qui se trouvent dans les situations les plus difficiles de chômage, de difficultés économiques ou sociales. Nous pensons que le secteur de l'environnement offre de nombreuses possibilités d'améliorer l'emploi des jeunes, et qu'il existe de nombreux "gisements" inexploités d'emplois qualifiés et non qualifiés. N'oublions pas que le taux de chômage des jeunes diplômés reste élevé en Méditerranée, tant au Nord qu'au Sud !

Comment ? A travers quelles activités ?
Nous avons trois activités principales en parallèle : Tout d'abord, la sensibilisation. Avant d'envisager une formation, ou de créer un emploi dans le secteur de l'environnement, il faut savoir de quoi on parle, être convaincu que c'est un sujet important, être conscient des enjeux. C'est pourquoi une partie de nos activités consiste à soutenir les associations de jeunes, les acteurs de l'inclusion sociale, afin qu'ils entreprennent davantage d'activités autour de l'éco-citoyenneté. Ensuite, la formation pratique. Il est possible de sortir de la formation académique, parfois de la compléter, en proposant de courtes expériences de formation sur le terrain, sur des sujets concrets : comment développer un itinéraire éco-touristique, comment valoriser un site de patrimoine naturel ou culturel, comment prévenir les inondations, etc... autant de sujets concrets pour lesquels de nombreuses collectivités locales méditerranéennes sont en attente de solutions concrètes. Les ateliers RESMYLE visent à la fois à aider à trouver ces réponses, tout en formant les jeunes par l'action. Enfin, la création d'une entreprise.
Former les jeunes, y compris les moins qualifiés, à la création d'une entreprise dans le secteur de l'environnement, à passer de l'idée au projet. Leur offrir un encadrement, un retour d'expérience. Leur permettre de se mettre en réseau tout autour de la Méditerranée, d'échanger avec leurs pairs, Français, Italiens, Jordaniens, Libanais, Tunisiens. Telles sont les principales fonctions des éco-incubateurs RESMYLE que nous sommes en train de créer.

Quel est l'impact de la pandémie de Covid-19 sur le projet ?
La COVID a eu un réel impact sur notre activité, comme pour tout le monde, je pense. Tout d'abord, nous n'avons pas pu travailler en réunion pendant plus d'un an. Malgré les efforts de chacun - et ils sont nombreux - le travail vidéo, alors que nous sommes 9 organisations parlant 5 langues et avec des cultures si différentes, quel ennui !
Impossible aussi de développer les échanges de jeunes, au cœur de notre projet. Impossible d'organiser des formations réunissant au moins 12 jeunes...
En ce moment, les choses semblent s'arranger un peu. Espérons que septembre sera le moment d'une véritable relance du projet.

Et maintenant ? Quelles sont les initiatives qui s'annoncent dans les mois à venir ?
Les prochains mois promettent d'être très riches en actions : nous lançons nos projets éducatifs sur le terrain en sélectionnant au moins 16 associations locales qui veulent expérimenter de nouvelles façons de sensibiliser les jeunes à la protection de l'environnement.
Ensuite, nous espérons lancer nos premiers ateliers de formation en août ou septembre si les voyages internationaux sont à nouveau possibles.
