The TEC-MED project, "Development of a social, ethical and transcultural model of care for dependent elderly people in the countries of the Mediterranean basin" is conducted by six Associated Partners from 6 countries (Spain, Italy, Greece, Tunisia, Lebanon, and Egypt). Within the framework of this project, an innovative social-care model aiming at promoting dignified, transcultural, and quality social-care services are developed to combat the social exclusion of the elderly.

This model will be tested in a pilot phase in selected public and private care centers working with elderly people and also at target elderly’s homes. A total number of 28.200 citizens (4.700 in each country), mainly elderly targets of the TEC-MED care model, will be involved in the pilot phase. TEC-MED care model will be certificated by a certification body expert in the knowledge and objectives of the project. This activity will be coordinated by the Tunisian partner.

To ensure the implementation process, the development, and the advancement of the TEC-MED model, previous activities are planned:

Tunisia TEC-MED Project is looking to subcontract a technical assistance service to implement the pilot phase

Within this framework, Tunisia TEC-MED Project Team, the National Institute of Nutrition and Food Technology, has launched a call for tenders to select technical assistance to ensure the implementation of the pilot phase of the TEC-MED project for a period of eleven months, in accordance with the administrative and technical specifications mentioned in the project description, with the laws applicable to the contract’s document.

This contract is part of the TEC-MED project “Development of a cross-cultural social-ethical-care model for a population dependent on the Mediterranean basin”, funded by the European Union under the ENI CBC Med program.

The successful bidder must ensure the coordination, control, and monitoring of the terms of reference required, for which he must have the technical and human resources necessary for the performance to implement the pilot elderly model care in 16 governorates of Tunisia. In this way, the implementation of the pilot phase is planned for January. Beforehand, selected training agents will follow two main training sessions: international training and local training.  

TEC-MED Tunisian team coordinates the quality management system and certification through external services subcontracting 

With the support of stakeholders, the National Institute of Nutrition and Food Technology (Tunisia) and Lider Beneficiary team (Spain), the Lider Beneficiary has identified the following double approach to be considered:

• TEC-MED Model and platform validation throughout the 6 country pilots. (Pending to define the scope and activities coordinated by the
   Institute for Development, Research, Advocacy & Applied Care (IDRAAC, Lebanon)).

• Quality Management System consultancy service received from External subcontracted entity to INNTA-PP5, that will incorporate the Quality Management System approach to the current TEC-MED Model during 8-9 months (starting as soon as the Addendum of the Grant Contract will be signed.

The key deliverables will be the TEC-MED Model white book, which should consolidate the improvements detected during the country Pilots, related to the Model and the Platform And also, the Quality Management System approach, and the ISO certification of the TEC-MED Model in Tunisia.

Developing Stakeholder’s Agreement

The project contemplates as one of the main projects and ENI CBC MED Program objectives the goal of (minimum) 2 agreements per PP (12 minimum in total) with public administration, with relevant organizations, stakeholders, public administration, civil society to coordinate planning and implementation of care and social services as a result of the project over the course of its implementation.

The National Institute of Nutrition and Food Technology (Tunisia) will contract 2 agreements with two relevant stakeholders: 

• The Ministry of Women, Family, and senior launched the National strategy of seniors.
• The Directorate of basic health care in order to reinforce the synergy of the activities of the National Program for the Health Care for the Elderly and the TEC-MED project.
