Cooperation area

The Programme area comprises 14 countries which includes 112 territories. It is estimated that nearly 198 million people live in the cooperation area.

Besides the 14 countries listed below, other countries eligible under the European Neighbourhood Policy may join the Programme at a later stage.

The cooperation area is divided as follows:

  • Core eligible areas, which are fully eligible to participate in the projects;
  • Adjoining territories, which participation can be allowed on a case by case basis by the Joint Monitoring Committee, considering the real benefits for a project.

As a new feature of the 2014-2020 period, the participation of the Lisbon area is allowed under Overall Objective A “Promote socio-economic development”, being the area considered as a major social, economic or cultural centre.
