About the project

Territories surrounding the Mediterranean Sea face similar specific issues with the adaptation to mitigation of climate change, specifically regarding energy efficiency and renewable energy measures in public buildings. It is thus proposed that they work together on a strategy to capitalize on reference projects’ results. To do so, SEACAP 4 SDG will consider the Sustainable Energy Access and Climate Action Plans (SE(A)CAP) background, under a common vision, strategy and evaluation tool, to achieve Med SE(A)CAP integration through uniform adapted assessment and financing methods, for sustainable development goals in a smart society. SEACAP 4 SDG capitalizes on the outputs and outcomes of 10 projects, identifying characteristics to be generalized, and by adapting gained knowledge to maximize efficiency and effectiveness of energy refurbishment strategies adapted to local Mediterranean specificities, notably energy poverty. These outputs and outcomes will be implemented in 9 cities around the Mediterranean, selected using an approach developed under of the European City Facility initiative. Considering the Covid-19 pandemic and the global economic downturn, the project will focus primarily on education and health buildings.

Objective

To reduce energy consumption in public buildings through cost-effective approaches to energy refurbishment, integrating Sustainable Energy Access and Climate Action Plans and innovative financial mechanisms 

What will be improved?

The project SEACAP 4 SDG will foster the following: capacities to assess the resilience of public buildings to global warming; energy improvement of the renovated buildings by saving about 10,000 kWh/building/year; reduction of CO2 emissions and management costs; improvement of living conditions; acquisition of techniques and know-how by agents of public authorities, engineers and students trained in partner universities. Moreover, the planned energy-mix efficiency plans are expected to save up to 5% of the total energy consumption of the selected cities thanks to the application of “no cost/low cost” measure and through behavioral change (an estimated saving of 50.000 kWh/city/per year). In terms of impact on employment, high number of jobs may be created as a result of the project, through its wide dissemination potential across the whole Mediterranean region and its capacity to directly reach operational actors in key sectors.

Expected achievements

  • 50 local/regional/national authorities engaged in project activities through in seminars, lobbying, and networking actions
  • 1 Euro-Mediterranean Efficient Buildings Community created
  • 9 cities supported financially and technically to implement cost-effective energy rehabilitations across building types
  • 10.000 kWh/building/year and up to 5% of the total energy consumption of the selected cities through behavioral change (an estimated saving of 50.000 kWh/city/year)
  • 4 directs jobs created in the short term and 180 jobs creations in the medium term
  • Living Labs and project demonstrators to support the user-oriented cost-effective energy rehabilitations
  • 9 energy-mix efficiency for further replication and implementation in public buildings throughout the Mediterranean region, including financial and technical solutions
