SELECTION NOTICE FOR THE FIGURE OF CONSULTANT ON PROFILING ACTIVITIES OF NEETS INTERESTED IN OPERATING IN THE BLUE AND CIRCULAR ECONOMY SECTORS (Work Package 3)

ARCES Association, Lead Applicant of “HELIOS” project (co-financed under the ENI CBC MED 2014-2020 Programme) is looking for one CONSULTANT ON PROFILING ACTIVITIES OF NEETS INTERESTED IN OPERATING IN THE BLUE AND CIRCULAR ECONOMY SECTORS who will support ARCES staff members in the organizational and technical activities related to Work Package 3 “NEET and BaCE (Blue and Circular Economy) profiling”.

 

General Objective

Project HELIOS project aims to help tackle social exclusion and poverty amongst vulnerable groups (i.e. NEETs and Women of all ages) by identifying the sector with greatest potential for growth and job opportunities for these target groups to meet those sector needs through training activities and cross-border traineeships in companies.

 

Specific objective

The project aims to increase employability in young people belonging to NEETs (up to 30 years old) and Women (all ages) by providing these target groups with marketable skills to prepare them for skill-based occupations, piloted within the Blue&Circular Economy.

 

Activities

HELIOS partners believe that the "NEET phenomenon" can be tackled and reduced through the implementation of concrete actions, such as data collection, training, coaching, tutoring and sharing of best practices between partners in two of the most relevant sectors of the Euro Mediterranean economy (i.e. Blue and Circular economy) which can generate hundreds of thousands of jobs for young people and women in the Mediterranean countries.

 

1.     TASKS/RESPONSABILITIES/DUTIES

The selected person should provide support to ARCES staff members as CONSULTANT ON PROFILING ACTIVITIES OF NEETS INTERESTED IN OPERATING IN THE BLUE AND CIRCULAR ECONOMY SECTORS (WP3) and he/she will have to carry out the following activities:

 

a)     Data collection of NEETs/women in area: profiling Sicilian NEETs to identify the target sub-groups needed for project actions (Activity 3.1.1)

 

b)    Data collection for key economic sector profiling: to collect data on both Blue and Circular economy sectors through surveys, direct interviews with local enterprises, workshops, meetings, questionnaires and statistics from relevant local authorities (Activity 3.2.1)

 

c)     Elaboration of Reports for the two abovementioned activities

 

2.     REQUIREMENTS

a.     Possession of Bachelor's degree / Master's degree / Other

b.     Experience in coordination and project management

c.     Excellent knowledge of English, written and spoken

d.     Good knowledge of Italian, written and spoken

e.     Excellent knowledge of European policies and related instruments

f.      Strong communication, presentation and organizational skills

g.     Dissemination and networking experience

h.     Excellent knowledge of the most known computer programs

 

Preference will be given to those candidates who

a)     know other foreign languages a part from English and Italian languages 

b)    have previous working experience that focused on profiling activities of unemployed young people, NEETs, students, etc

 

3. DURATION

The assignment has a duration of 6 months, starting from the date of stipulation.

 

4. PAYMENT:

The gross annual fee, including social security and welfare charges, is Euro 5.000,00.

 

5. TENTATIVE STARTING DATE: First week of February 2020

 

6. DUTY STATION: Palermo, Sicily.

 

7. PRESENTATION OF APPLICATIONS AND SELECTION PROCEDURES

The application form (AF) must be drawn up according to the model attached (Attachment A), dated and signed by the candidate (original, scanned and/or digital signatures are allowed), with attached professional curriculum Europass , duly signed, together with a photocopy of a valid identity document.

8. DEADLINE

The deadline for submitting applications is January 30^th 2020 at 1pm (Italy Local time). Only candidates with the profile deemed most interesting and meeting the indicated requirements will be invited to take a cognitive interview at ARCES‘ premises.

The data that will come into the possession of ARCES, will be processed pursuant to and for the purposes of Legislative Decree 196/2003 and in compliance with article 13 and article 14 of Regulation (EU) no. 2016/679 of the European Parliament and of the Council of 27 April 2016 relating to the protection of individuals with regard to the processing of personal data, as well as to the free movement of such data (general data protection regulation, hereinafter also referred to as "regulation" or "GDPR") and which repeals Directive 95/46 / EC.
